How to get blur background?

Use lense which has the lowest aperture.

Lower the aperture the you will get the nice blur background.

Or even if you dont have a good lense just put the aperture to your lowest.

U only use 250 to 300mm lens

You can use any lens for Bokeh Photography, Bokeh is defined as “the effect of a soft out-of-focus background that you get when shooting a subject, using a fast lens, at the widest aperture, such as f/2.8 or wider.” Simply put, bokeh is the pleasing or aesthetic quality of out-of-focus blur in a photograph.
